UPDATES
WTO, PROTESTS AND
A MISGUIDED POLICE MINISTER
When the World Trade
Organisation came to Sydney last week many people recognised that they
had a responsibility to protest at the latest attempt by this highly secretive
organisation to open up the service sector in Australia and other countries
by forcing privatisations of key public services.
Sections of the NSW
Labor government saw things quite differently. Rather than take a stand
in support of the public ownership of education, health, telecommunications
and water services Premier Carr let his Police Minister Michael Costa
loose to mount a frenzied attack on the civil liberties of people who
wanted to protest against the WTO.
Whilst overall the
protests were peaceful there were incidents of police violence. The NSW
government clearly had its own agenda as day after day the Minister for
Police worked the talkback programs and the tabloids to spruik a message
that was way off the mark. Labor believes its hard line law and order
stance has delivered them into power at the past two elections and it
appears that they are now attempting to misrepresent legitimate protest
as part of that agenda. The next NSW election is just four months away.
When the Minister
for Police moved to ban protests and the carrying of banners Greens MPs
Ian Cohen and Lee Rhiannon announced that they would still participate.
Ian and Lee joined the march through city streets and have continued to
speak out in the NSW parliament in support of the right to protest and
against the WTO, despite unpleasant attacks from some MPs.
Senator Kerry Nettle's
office helped keep the message of the WTO protest to the fore by hosting
a press conference on the eve of the WTO meeting. Kerry was joined by
Dr Pat Ranald from AFTINET, James Avanitakis from AID/WATCH and Moree
Mifsud of the Combined Pensioner Association in highlighting the democracy,
equity and sustainability threats posed by the WTO negotiations for members
of the Canberra press gallery.

The Minister for Police misrepresented this event as a training session
for violent WTO protesters. The Greens were proud to host an event at
parliament that explored the history and philosophy of civil disobedience.
CARR GOVERNMENT
FAILS THE BUSH
November 19 was the
deadline for the Government to legislate for the protection of western
woodlands such as Pilliga, Goonoo and Bebo, and they have failed to deliver.
Their inaction makes way for business as usual: more logging, burning,
clearing and destruction of habitat that will see many of our woodland
birds and mammals become extinct in our lifetime.
Ian Cohen said "Their
failure sends an unmistakable message to the people of NSW - this Government
is more concerned about beating their chests and whipping up public hysteria
and the politics of fear than actually seeking and implementing solutions
to the worst problems of our time. Despite all the rhetoric, the environment
runs a poor last for a Government and a party at the beck and call of
vested interests."
PUBLIC HEARINGS
FOR THIRD M5 EAST INQUIRY
The battle to breath
clean air in Sydney's south continues with RAPS (Residents Against Polluting
Stacks) forcing the NSW government to another public hearing. This, the
third M5 East Stack Inquiry, has closed after taking evidence yesterday
from M5 East and future Cross City Tunnel builder BHBB, the NSW RTA, the
CSIRO, the NSW Health Department and members of the local M5 East community.
The three Inquiries
into the stack have now taken over 600 written submissions. (The recent
national Federal Esten Inquiry into Telstra took around the same). The
Inquiry is due to report on 5 December 2002.

BIG VICTORY
AT THE SYDNEY HILTON
Sydney's Hilton Hotel
workers have won a magnificent victory thanks to a strong campaign by
the sacked workers and their union - the Liquor, Hospitality and Miscellaneous
Workers Union - and an on-line campaign that mobilised protest emails
from more than 3,000 people from around the world. Interestingly in talks
with Australia's LHMU Hotel Union, the Hilton management acknowledged
that the on-line campaign, organised by LaborStart, had hurt them as well
as support from high-profile international people like Rev. Jesse Jackson
and solidarity from trade unions and trade unionists. The union has learnt
that the hotel is so aware of the effect of the email campaign that they
plan to write to all 3,000 people, individually, to tell them they have
made peace with the union.
The Greens supported
this campaign by joining the sacked workers at rallies outside the Hilton,
and Lee Rhiannon was one of the speakers.
NATIONAL
HEADSCARF DAY
This week Kerry made
a speech in Parliament about National Headscarf Day. National Headscarf
Day is an initiative designed to show our solidarity with women who have
been the target of racially motivated attacks against the Muslim community
in Sydney recently. On November 29 Australian women are invited to wear
a headscarf in public for the day to show that the perpetrators of this
racist abuse do not speak for us when they engage in this behaviour. For

Greens MP Lee Rhiannon said today that the Labor Party was not presenting
a credible agenda for another term of Government, despite pushing a list
of 52 bills forward for the last few days before the term of this Parliament
ends.

Media injury as policing codes ignored
Greens MPs
Lee Rhiannon and Ian Cohen are today participating in the anti-WTO protests
as part of the peaceful Greens contingent. Ms Rhiannon today said:
"Inappropriate crowd control measures have resulted in the injury
of a journalist covering a peaceful WTO protest in Sydney's CBD. The UN
Code of Conduct for Law Enforcement Officials states that it is not appropriate
to use force to disperse a peaceful protest even if it is technically
an illegal one.

The Greens
last night won Upper House support for crucial amendments to Labor's Callan
Park (Special Provisions) Bill. Greens MP Lee Rhiannon today said: "The
Greens are thrilled that we succeeded in removing the threat of commercial
activities in Callan Park.

Kerry Nettle has raised concerns over the Prime Minister's announcement
today of Free Trade Agreement negotiations with the US, in light of the
Government's refusal to rule out deals on media content, the PBS, and
the operations of the Foreign Investment Review Board.

Majors caught in pecuniary interest conflicts
Greens MP
Lee Rhiannon said today that the major parties should support Greens reforms
to pecuniary interest rules for MPs in NSW. Ms Rhiannon said, "The
rules encourage sneakiness and omissions. The NSW Parliament lags far
behind the rules of the Senate because MPs are allowed to hide their interests
behind their families.

Costa Needs to go Back to his Roots
Greens MLC
Ian Cohen today claimed Michael Costa had previously supported dissenters
and needed to remind himself about where he'd come from. "In a 1999
interview with Workers Online Michael Costa said "Strategies evolve
and ideas evolve as circumstances change. What we always need is the people
who have the courage to advance new ideas and an environment that doesn't
penalise them for doing so."

Anderson's Telstra accusations 'pure fantasy'
In response
to the deputy PM John Anderson's comments regarding a future Telstra sale,
Senator Kerry Nettle has described the idea of Greens' support for any
sale as pure fantasy. "The Deputy Prime Minister's comments today
were way off the mark." Senator Nettle said.

Greens MP
Lee Rhiannon said today that Premier Bob Carr should quash rumours of
draconian provisions in the planned terrorism policing laws by providing
details of the legislation at least 1 week before they are tabled in Parliament.

NSW Greens MP Ian Cohen has condemned the NSW Government's announcement
that protests will be banned in the city this week as community resistance

in an international report detailing the massive human and environmental

Civil disobedience under attack by majors
Organisers
of a forum about civil disobedience held in State Parliament today hailed
the meeting as a success but warned that both major parties had an agenda
to undermine individual rights in Australia. Ms Rhiannon said, "The
meeting was a great success. At the rate that the major parties are undermining
civil liberties in Australia, we will have to have another similar seminar
in the future.

Carr abandoned free speech
Greens MPs
Ian Cohen and Lee Rhiannon today criticised Labor Premier Bob Carr for
allowing Police Minister Michael Costa to try to close down an academic
forum on peaceful protest to be held in Parliament House. In a joint statement,
Lee Rhiannon and Ian Cohen said, "Bob Carr should have called the
Police Minister to task and defended free speech.

The overwhelming
support for Container Deposit Legislation [CDL] at the recent Australian
Local Government Association conference reflects the groundswell of support
in favour of deposits and take-back refunds on bottles and on other items
such as supermarket trolleys and plastic bags.

Greens MP
Lee Rhiannon will tomorrow release a list of publicly funded opinion polls
that have been previously made available only to Government Ministers
and their departments. Ms Rhiannon said, "The Greens hope that the
Government has not been using public funds for political advantage by
conducting opinion polls for exclusive use by Labor Ministers.

Labor and Liberal join forces to crack down on free speech
Senator
Kerry Nettle has condemned moves by NSW Police Minister, Michael Costa,
and federal Justice Minister, Chris Ellison, to introduce new laws to
ban protest websites. "There are serious issues around criminal use
of the internet, I'd advise Mr Costa and Ellison to concentrate on these
rather than demonising peaceful protesters concerned about the damaging
policies of the WTO." Senator Nettle said.

site.

Kerry Nettle has today written to the Premier, Peter Beattie and his police
minister, Tony McGrady expressing concerns over the reported increases
in police aggression at the Narangba food irradiation site, and calling
on the Queensland Government to scrap the plans for the proposed nuclear
facility.

Budget costings close out Greens alternatives
Greens MP
Lee Rhiannon said today that the major parties should support the Greens
having access to Treasury costings of their campaign proposals because
the public are seeking new economic solutions to long-term problems. Ms
Rhiannon said, "We want the capacity to have our campaign proposals
fully costed. Even though we are only looking at getting a handful of
Upper and Lower House seats, we want the capacity to produce Treasury-certified
costings of the announcements we will make in the campaign.

Rhiannon invites Costa to meeting
Greens MP
Lee Rhiannon said today that the Police Minister had been invited to this
Friday's academic and activist meeting on peaceful protest at Parliament
House so he would be less likely to misrepresent what happens. Ms Rhiannon
said, "The Police Minister chose to misrepresent a seminar and panel
discussion as a training session during question time last Thursday. "He
then ran around creating a media campaign against the right of citizens
to freely meet and talk about politics without checking his facts first.

Ian Cohen today called on Bob Carr to listen to the Wentworth Group.
"Finally we have a group of scientists prepared to speak out on the
key land management issues facing Australia and NSW in particular. The
Premier should immediately invite them to give him a presentation similar
to the one they made to John Howard and Federal Cabinet yesterday.

Costa's handgun nightmare for police
Greens MP
Lee Rhiannon said today that NSW Police Minister Michael Costa is creating
an enforcement nightmare for the Police by begging for a vast armoury
of different semi-automatic firearms to be excluded from the national
handgun ban. Ms Rhiannon said, "Reports from the Darwin Police Ministers
Conference indicate that the NSW Police Minister has thrown his endorsement
behind 250 different semi-automatic weapons remaining legal and widely
available.

Cabinet must act to end Landclearing

Kerry Nettle today called on the Prime Minister to introduce national
laws to curb land clearing as a critical first step towards saving the
Australian bush from environmental devastation. The Prime Minister is
chairing today's cabinet sustainable environment committee meeting examining
the Wentworth Group's recommendations contained in 'Blueprint for a Living
Continent'.

Greens MP
Lee Rhiannon today accused Labor Police Minister Michael Costa of pursuing
a law and order beat up by distorting the nature of a forum about civil
disobedience being hosted by the Greens in NSW Parliament House. Ms Rhiannon
said, "Labor's President Meredith Burgmann approved the meeting weeks
ago so Michael Costa is being hypocritical.

Ian Cohen came out in support of his counterpart in the NSW Parliament
Lee Rhiannon MLC today by emphasising that the Greens never have and never
will condone violence. Ian Cohen MLC said, "The Greens are firmly
committed to peace and non-violent action. We would never support activists
taking violent action, and we do not condone violence of any kind.

The Mineral Policy
Institute is seeking a super-efficient administrator to be our new Office
Coordinator, based in our Sydney office.
The Office & Communications
Manager has responsibility for the effective day to day management of
MPI's office, administrative, financial, membership/supporter database
and communications systems. The Office & Communications Manager is
also responsible for liaison with MPI's members, supporters and volunteers
including regular bulletins about MPI activities and events. The work
will involve organising some events, actions and forums for members and
supporters.
Salary: Equivalent
rates to ACF/ASU Agreement 1999, Conservation Officer Grade 4 - approx
$39,000 p.a including super.
Organisation Profile:
The Mineral Policy Institute (MPI) is a small but dynamic community-based
environmental and human rights organisation, based in Sydney, Australia.
MPI provides research and advocacy support to communities whose environments
and human rights are being abused by the activities of mining and energy
corporations. MPI advocates for a minerals and energy future that is based
on ecological sustainability, human rights and corporate accountability.
MPI's focus is the Asia Pacific region, and on the activities of Australian
companies operations globally.
